Twitch Bot Improvements
- Increase how quickly the Twitch bot posts the replay into chat.
- Add in an option to add in a delay to the twitch bot so that it wont beat the stream delay.

elite accounts the bot will post the replay in 2-3 seconds after the game. you can also delay when it sends
